Is a person still considered homophobic if they site their religious beliefs for why they don't like gays?

Yes. In fact they tend to be considered more-homophobic for basing their "not liking gays" on their religious beliefs if only because they admit to not putting thought of their own into it. This means that they base their position on ignorance of the topic, which makes it worse because then it can't be coherently defended.
