Impeding Traffic Violation for 0 points?

I was pulled over for speeding and the ticket says he clocked me at 42 in a 30mph zone. The officer told me he was giving me a break and giving me "Impeding Traffic" which i noticed on the ticket was a civil infraction. He also told me it would be no points on my license. Do I need to appear in front of a judge or can i simply pay the ticket by mail to the court?
